企业在资产负债表日提供劳务交易的结果能够可靠估计的，应当采用完工百分比法确认提供劳务收入。提供劳务交易的结果能够可靠估计，是指同时满足下列条件：
1、收入的金额能够可靠地计量
2、相关的经济利益很可能流入企业
3、交易的完工进度能够可靠地确定
4、交易中已发生和将发生的成本能够可靠地计量
企业在各个纳税期末，提供劳务交易的结果能够可靠估计的，应采用完工进度(完工百分比)法确认提供劳务收入。
扣缴义务发生的时间是什么时候？
根据(财税〔2016〕36号)，
1、纳税人发生应税行为并收讫销售款项或者取得索取销售款项凭据的当天;先开具发票的，为开具发票的当天。
2、根据上述规定，贵公司提供建筑服务，在开具发票时即发生增值税纳税义务，但确认会计收入以及企业所得税收入时应当根据完工百分比法的原则进行判断，未开工不符合确认收入的条件。
